P-16 Council Recommendation 3: Develop Partnerships to Close the Achievement Gap

Connecting schools with educational organizations, city and county agencies, faith-based organizations, parent groups, and businesses is necessary to foster partnerships that will support a well-defined student support system. Such partnerships recognize that students have needs outside the classroom that, if unmet, can significantly and adversely affect their ability to learn. Breaking down barriers and creating partnerships throughout California is an important step toward implementing a consistent approach to a high-quality and inclusive educational program.

CACEE, NON-PROFIT, FAITH BASED, PRIVATE SECTOR'S RESPONSE TO THE P-16 COUNCIL RECOMMENDATION FOR CLOSING THE ACADEMIC ACHIEVEMENT GAP STATEWIDE.


The goal of this collaborative joint initiative is to raise funds through conference registration, fund raisers and charitable donations that will be used to help public schools build parent involvement training resource centers in every county and build a STATEWIDE parent involvement training resource center for Northern and Southern California. 


Year 1      2008/09
Goal #1    Provide 50% of all conference proceeds to the County Ofice of Education (Parent Unit)
               Increase Parent Involvement Training at a local level, set up parent centers in districts and schools.  

Goal #2    Form Action Teams in schools and districts using Best Practices Models
  
Goal #3    Secure a Statewide California Parent Involvement Resource Center Location

Year 2      2009/10
Goal #1    Mobilize African American and Latino Parent  Title I Advisory Council in 11 Regions
Goal #2    Provide Advisory Council Training at Regional Level during Title I Training Conference Tour
Goal #3    Providing ongoing parent training and assistance
Goal #4    Identify and moblize mentorship for at risk students
Goal #5    launch - adopt a Program Improvement School Project 
Goal #6     Mobilize Faith Based Groups and provide partnership training 
Goal #7     Mobilize after school programs with partners
Goal #8     Close Statewide Achievement Gap by 20%  
Goal #10    Decrease drop out rate by 10%

             " P-16 Closing The Achievement Gap
          Title I Parent Involvement Initiative"
   
        
The Core Purpose of the California Title I Parent Training Education Tour is to connect schools with educational organizations, city and county agencies, faith-based organizations, parent groups, and businesses which is necessary to foster partnerships that will support a well-defined student support system.

This initiative is a direct response to the P-16 council recommendation #3.  This outreach will also focus on the hard to reach parent popualtion that includes african american,  latino american, socially and economically disadvantaged and parents of students who are far below  and below basic.  

California Department of Education data shows that african american and latino American children are consistantly falling behind white and asian children in Math and English.

This is a three year plan to mobilize, train and empower parents of the students who need immediate help and effective parenting to meet the "Closing The Achievement Gap" challenge.

The initiative is also dedicated in assisting the California Department of Education in  reaching the 2014 goal of grade level proficiency for ALL children.

The California Title I Parent Training conference tour will build strong working relationships between families, schools and communities which will increase the success for ALL children.
